FHI 360 is seeking a qualified and experienced health professional for the position of Senior Technical Officer, TB Services in Dar es Salaam. The successful candidate will provide technical expertise and programme support for the implementation and expansion of comprehensive tuberculosis prevention, screening, diagnosis and treatment services under the EpiC Project in Tanzania.

The position will focus on strengthening TB and HIV service integration across Police and Prison health facilities while also supporting TB services within public health facilities. In addition, the Senior Technical Officer will help improve early TB case detection, diagnosis, treatment initiation and completion through technical assistance, mentorship, data analysis, quality improvement and collaboration with government health authorities and other partners.

About the Role

The Senior Technical Officer, TB Services will provide technical direction for planning, implementing, monitoring and scaling up TB interventions across supported regions. The role covers TB screening, active case finding, diagnosis, treatment, TB preventive treatment, TB/HIV collaborative services, drug-resistant TB and TB infection prevention and control.

The officer will also work closely with the Ministry of Health, National Tuberculosis and Leprosy Programme, regional and council health management teams, health facilities and implementing partners. Through technical guidance and performance monitoring, the position will contribute to stronger TB service delivery and improved programme outcomes.

Responsibilities

The Senior Technical Officer will be responsible for:

• Providing technical support and strategic direction for planning, implementation, monitoring and scale-up of TB interventions across supported regions.
• Providing technical oversight for TB screening, active case finding, diagnosis, treatment, TB preventive treatment, TB/HIV collaborative services, DR-TB and TB infection prevention and control.
• Ensuring TB services are implemented in line with Tanzania Ministry of Health and National Tuberculosis and Leprosy Programme policies, guidelines and quality standards.
• Strengthening integration of TB services within HIV, primary healthcare, community, Police and Prison health platforms.
• Providing mentorship, supportive supervision, coaching and orientation to strengthen regional capacity and the quality of TB services.
• Conducting clinical case reviews and providing technical guidance to healthcare teams.
• Monitoring TB programme performance through routine data reviews, cascade analysis, data quality assessments and performance monitoring.
• Identifying programme gaps and recommending appropriate corrective actions.
• Supporting regions to develop and implement site-specific improvement plans and following up on agreed actions.
• Strengthening TB/HIV case identification, linkage, treatment initiation, adherence, retention and treatment outcomes.
• Supporting appropriate referral and patient follow-up mechanisms for TB and TB/HIV services.
• Providing technical support for identification, referral and treatment monitoring of drug-resistant TB cases.
• Promoting patient-centred care for individuals receiving DR-TB services.
• Promoting the use of digital and routine health information systems for accurate and timely TB reporting and programme decision-making.
• Collaborating with the Ministry of Health, NTLP, PMU, PHNU, RHMTs, CHMTs, facility leadership and implementing partners.
• Supporting coordination of TB activities and addressing implementation challenges.
• Contributing to resource planning, budgeting, work planning and prioritization of TB activities.
• Preparing technical reports, performance updates, presentations and programme briefs for project, government and donor reporting.
• Documenting and sharing best practices, lessons learned, innovations and implementation successes to support programme improvement and scale-up.

Qualifications and Requirements

Applicants should meet the following requirements:

• Medical Degree (MD) from a recognized institution.
• A Master’s degree in Public Health (MPH) or international equivalent is an added advantage.
• At least six years of progressive experience in TB and TB/HIV programming, including prevention, diagnosis and treatment.
• Experience working within donor-funded public health programmes is preferred.
• Demonstrated experience providing technical assistance and capacity strengthening to government health authorities, RHMTs, CHMTs, health facility teams and implementing partners.
• Ability to analyse, interpret and use TB programme data to identify gaps, monitor performance and support programme improvement.
• Experience mentoring and providing technical guidance to junior staff and facility-level teams.
• Strong knowledge of TB prevention, screening, diagnosis, treatment, TB/HIV collaborative services and DR-TB management.
• Knowledge of national TB service delivery guidelines and quality standards.
• Knowledge of Tanzania Ministry of Health and NTLP guidelines, reporting requirements and quality standards relating to TB and TB/HIV programmes.
• Strong leadership, team management, collaboration and stakeholder engagement skills.
• Strong knowledge of quality assurance and continuous quality improvement principles.
• Excellent verbal, written and interpersonal communication skills.
• Ability to communicate technical information clearly to government counterparts, donors, stakeholders and project teams.
