BRAC Maendeleo Tanzania is inviting applications for 138 Programme Officer (PO) positions under the AIM programme. The organization has been operating in Tanzania since 2006, with a focus on Agriculture, Youth and Women Empowerment, Food Security, and Livelihood programmes.
The AIM programme is implemented by BRAC International in partnership with The Mastercard Foundation to support adolescent girls and young women across several African countries, including Tanzania. The Programme Officer will be responsible for field-level implementation across social empowerment, economic empowerment, education, and enabling environment activities while managing an assigned portfolio of participants, clubs, savings groups, schools, and livelihood activities.
About the Programme
The Mastercard Foundation, in partnership with BRAC International, is implementing an initiative designed to create positive and measurable impact for adolescent girls and young women across Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.
The programme focuses on supporting adolescent girls and young women living in poverty by strengthening their agency, voice, education opportunities, sustainable livelihoods, and participation in community advocacy. Through community-based interventions, participants are supported to develop skills, access livelihood opportunities, build savings, continue education, and engage with relevant services.
Responsibilities
Social Empowerment
- Lead community-level AIM programme inception activities, including community and participant selection, club selection and setup, club launching, participant enrolment, mentor selection, training, and onboarding.
- Conduct community mobilization, linkage services, and value chain mapping.
- Lead and supervise activities in assigned clubs according to the programme design, implementation plan, and approved budget.
- Conduct household and other surveys as required by the programme.
- Form and manage AIM safe spaces and clubs according to programme targets.
- Ensure assigned clubs achieve programme targets and report operational or management challenges to the AIM Branch Manager.
- Follow up with participants to minimize attrition.
- Prepare monthly attendance reports and bi-monthly dropout reports.
- Ensure mentors collect attendance information manually and digitally.
AIM Livelihoods Pathway
- Conduct participant-level livelihood option selection.
- Organize livelihood technical training, entrepreneurship training, refresher training, and other needs-based training.
- Provide enterprise development support to participants.
- Coordinate market development and market facilitation activities within communities.
- Ensure the appropriate transfer of livelihood assets and inputs.
- Conduct immediate and regular household visits after participants receive livelihood assets.
- Conduct group visits to monitor asset safety, enterprise growth, household income, and participant confidence.
- Collect livelihood cost-sharing instalments from participants and deposit them at the branch office.
- Form and follow up Village Savings and Loan Associations (VSLAs).
- Promote a savings culture among participants through VSLA activities.
- Support other programme interventions that use the VSLA platform.
- Support conditional cash or asset transfers and cost recovery activities.
- Work towards achieving at least 80% transition of AIM livelihood participants to formal microfinance institutions.
Education Pathway
- Select and mobilize participants for AIM Education activities.
- Support the establishment of peer-mentor study circles.
- Ensure eligible participants receive the required education support.
- Follow up on ongoing peer-mentor study circle activities.
- Support the distribution or provision of school-related costs, whether in-kind or cash.
- Monitor the use of education resources and school attendance among AIM education participants.
- Support linkages between enabling environment activities and school management initiatives.
- Help identify out-of-school very young adolescents and adolescent girls who are interested in continuing their education.
- Support household and other surveys as required.
Enabling Environment
- Support the formation of Youth Development Committees (YDCs).
- Facilitate YDC training, meetings, and other community-level activities.
- Conduct mapping of local service providers.
- Support Branch Managers in developing relationships with relevant service providers.
- Support GBV and sexual and reproductive health referrals and other relevant referrals for adolescent girls and young women.
- Support gender equality and social inclusion activities.
- Help identify AIM youth and mobilize them for community dialogues and action planning.
Portfolio Management and Supervision
- Manage an assigned portfolio of approximately three neighbouring club spaces.
- Support approximately 300 participants, 9 mentor-led groups, 3 EA groups, 6 VSLA groups, 1 intervention school, and up to 210 livelihood participants within the assigned portfolio.
- Visit every mentor-led group at least once each month.
- Ensure EA group sessions are delivered weekly.
- Visit every VSLA group twice each month.
- Conduct monthly home visits for livelihood participants.
- Conduct quarterly attendance verification for the assigned intervention school.
- Follow up monthly on peer-mentor study circles.
- Conduct annual home visits for education participants.
- Prepare and follow a monthly field work plan that efficiently schedules visits within the assigned catchment area.
- Achieve at least 90% completion of due home visits every month.
- Immediately alert the Branch Manager when the portfolio exceeds 210 livelihood participants or when visit completion falls below the required level.
- Enter programme data into BInsight during field visits instead of entering it retrospectively.
- Work with VSLA small-group coordinators to ensure instalment collection does not interfere with participant follow-up activities.
- Prepare monthly reports covering home visits completed, visits due, group activities, instalments collected, and overdue rates.
- Support group and VSLA visits in colleagues' portfolios when directed by the Branch Manager during staff absence or periods of increased activity.
Cohort Transition and Cohort 5 Preparation
- Complete remaining Cohort 3 activities, including livelihood asset transfers, post-transfer follow-up, cost-sharing recovery, VSLA follow-up, education support, and transition to microfinance.
- Support Cohort 5 start-up activities in new communities when assigned.
- Participate in community selection and new branch setup activities.
- Support SOP Part 1 training, inception meetings, transect walks, and household surveys.
- Continue household survey activities according to the programme schedule.
- Support mentor selection and training.
- Support club space selection and setup.
- Assist with participant invitation and enrolment.
- Coordinate Cohort 3 and Cohort 5 activities with the Branch Manager and Assistant Branch Manager where both cohorts are being implemented.
- Work with experienced Cohort 3 colleagues during the handover and induction period.
- Ensure complete handover of participant lists, mentor records, VSLA information, instalment status, school records, and updated BInsight data when reassigned between cohorts or communities.
Procurement, Coordination and Programme Support
- Select, train, and supervise AIM club mentors.
- Provide continued coaching and mentoring to club mentors to strengthen their capacity.
- Support branch-level procurement, logistics, and supply activities.
- Maintain programme-related documents, files, and registers according to programme requirements.
- Support school improvement planning and implementation.
- Follow up on teacher development activities and school-related interventions.
- Strengthen the programme management information system and support programme data collection.
- Maintain accurate programme information through manual and digital platforms, including BInsight.
- Conduct internal monitoring to assess service delivery quality, data collection, data integrity, and documentation.
- Ensure timely and accurate collection of data against agreed indicators.
- Attend monthly branch coordination meetings and provide updates on club activities.
- Report issues requiring attention from the Branch or Area Manager.
- Submit cash requisitions on time to support smooth implementation of daily project activities.
- Prepare and enter quality programme data using manual and digital programme management systems.
- Prepare and submit financial and other programme reports as required.
Safeguarding Responsibilities
- Promote a safeguarding culture within the team and across the organization.
- Support the safety of team members and programme participants from harm, abuse, neglect, harassment, and exploitation.
- Promote and implement BRAC safeguarding policies and standards.
- Help establish and maintain a safe working environment.
- Follow the required safeguarding reporting procedures whenever a reportable incident occurs.
- Encourage team members and other relevant stakeholders to report safeguarding concerns through the appropriate channels.
Qualifications and Requirements
- Graduate Degree or Post-secondary Diploma in any relevant discipline.
- At least 1 year of experience in the international development sector.
- Experience working with marginalized communities in community development programmes.
- Experience in programmes involving education, microfinance, livelihoods, agriculture, food security, girls' empowerment, women's empowerment, or related areas is desirable.
- Experience as an AIM Club Mentor or in a comparable community facilitation or group mobilization role is an added advantage.
- Experience managing VSLAs or other savings groups is an added advantage.
- Experience with cash or asset transfers, cost recovery, or instalment collection is an added advantage.
- Willingness to work in and, when necessary, move between Cohort 3 and Cohort 5 communities within the assigned branch catchment.
- Ability to spend extended periods working in the field.
- Ability and willingness to travel within Tanzania.
- Good computer literacy and proficiency in using mobile devices and computers.
- Good working knowledge of Microsoft Office applications.
- Experience using digital reporting or survey platforms such as KoBo, Google Forms, SurveyMonkey, CommCare, or SurveyCTO is preferable.
