Branch Accounts and Operations Officer at BRAC Maendeleo Tanzania

BRAC Maendeleo Tanzania is seeking a dedicated and detail-oriented professional to fill the position of Branch Accounts and Operations Officer in Mwanza. The position is responsible for supporting branch-level financial management, accounting, procurement, administration, coordination, partnerships, and programme operations.

The Branch Accounts and Operations Officer will work under the supervision of the AIM Senior Branch Manager or Branch Manager and will provide technical and functional support to the Regional Accounts Manager. The role will oversee financial transactions, cash operations, reconciliations, reporting, procurement, assets, and administrative activities while helping ensure that programme activities are implemented efficiently and in line with BRAC policies, donor requirements, and applicable standards.

BRAC Maendeleo Tanzania has been operating in Tanzania since 2006, focusing on areas including Agriculture, Youth and Women Empowerment, Food Security, and Livelihood.

The Mastercard Foundation, in partnership with BRAC International, is implementing an initiative supporting adolescent girls and young women across Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda. The programme seeks to strengthen the agency and voice of young women living in poverty while supporting sustainable livelihoods, education, access to finance, and participation in community development.

Responsibilities

Financial Management and Cash Operations

  • Receive and verify collections from Senior Programme Officers and Programme Officers.
  • Record collections accurately in the Daily Cash Register in accordance with BRAC financial policies.
  • Ensure financial transactions are supported by properly prepared and authorized vouchers, bills, and supporting documents.
  • Coordinate daily with the Senior Branch Manager or Branch Manager and programme staff to estimate expected collections and plan banking arrangements.
  • Distribute and track collection sheets according to approved collection schedules through the VSLA platform.
  • Ensure timely deposit of collections into designated bank accounts.
  • Process cash requisitions for branch activities and ensure requests are properly authorized and submitted to the Regional Accountant.
  • Maintain adequate branch cash flow for approved programme activities while observing applicable cash holding limits.
  • Record branch-level financial transactions in the accounting system, such as SBI Cloud, in a timely manner.
  • Support accurate financial records and smooth month-end financial closing.

Financial Controls, Reconciliation and Compliance

  • Conduct daily and month-end cash reconciliations.
  • Reconcile physical cash balances, Daily Cash Register records, and accounting system records.
  • Reconcile collections recorded by programme staff with digital systems such as BInsight and accounting records.
  • Monitor financial transactions for compliance with BRAC policies, internal controls, and donor requirements.
  • Identify discrepancies and irregularities in financial records and promptly escalate them to the appropriate managers.
  • Serve as custodian of branch financial, procurement, and accounting records.
  • Maintain organized physical and digital filing systems for monitoring, supervision, and audit purposes.
  • Ensure financial documentation is complete, accurate, and properly maintained.
  • Ensure accurate and timely synchronization of data between field activities and the accounting system.

Branch Operations and Programme Coordination

  • Support the Senior Branch Manager or Branch Manager in coordinating and monitoring AIM programme activities.
  • Ensure branch activities are implemented according to the programme operations manual.
  • Participate in field visits, including AIM club activities, Youth Development Club meetings, VSLA meetings, and field training.
  • Assist with recruitment and onboarding of mentors and programme support staff.
  • Support the identification and establishment of club spaces and related agreements.
  • Assist with service provider mapping and engagement.
  • Support the identification and coordination of schools involved in education support activities.
  • Support branch procurement activities in accordance with BRAC procurement policies.
  • Maintain updated stock and asset registers for branch equipment, furniture, and electronic devices.
  • Ensure proper custody, tracking, and periodic verification of branch assets and inventory.

Technical and Programme Implementation Support

  • Support the Senior Branch Manager or Branch Manager in supervising programme implementation.
  • Ensure programme activities are delivered according to the Annual Operating Plan.
  • Assist with team setup, staff onboarding, training, and activity planning for Senior Programme Officers and Programme Officers.
  • Support effective use of BInsight and other digital systems for household surveys and programme monitoring.
  • Support the preparation and timely submission of MIS, financial, and donor reports.
  • Contribute to market linkage and value-chain activities related to programme implementation.

Supervisory and Coordination Support

  • Serve as a secondary coordination focal point at branch level.
  • Support coordination with internal and external stakeholders.
  • Supervise branch administrative staff where applicable.
  • Provide guidance, task supervision, and performance feedback to administrative staff.
  • Co-facilitate monthly branch coordination meetings.
  • Support communication, planning, and programme alignment within the branch.
  • Assist with monitoring, research, household surveys, and programme assessment activities.
  • Support the organization of community dialogues, workshops, and stakeholder meetings.

General Administration Support

  • Support the efficient day-to-day functioning of the branch office.
  • Help maintain a safe, conducive, and organized working environment.
  • Coordinate procurement and management of office supplies and consumables.
  • Maintain effective administrative records at the branch office.
  • Serve as the focal point for branch-level safety and security matters.
  • Coordinate incident reporting and documentation.
  • Ensure incidents are communicated promptly and appropriate corrective actions are followed up.

Safeguarding Responsibilities

  • Promote and uphold BRAC safeguarding principles across programme activities.
  • Help protect staff, participants, and community members from abuse, exploitation, harassment, and neglect.
  • Contribute to a safe, respectful, and inclusive working environment.
  • Integrate safeguarding considerations into programme planning and field activities.
  • Support safeguarding awareness at branch level.
  • Provide guidance to staff on adherence to safeguarding policies and standards.
  • Support implementation and monitoring of safeguarding measures.
  • Follow BRAC safeguarding reporting procedures whenever a reportable incident occurs.
  • Encourage other staff and stakeholders to report safeguarding concerns through the appropriate procedures.

Qualifications and Requirements

  • Bachelor’s degree is preferred, or a Diploma in Finance, Accounts, Business Administration, Commerce, or another relevant field.
  • At least 2 years of experience in the national or international development sector.
  • Experience managing finance and accounts for development programmes.
  • Experience in programmes involving microfinance, livelihoods, education, agriculture, food security, girls' empowerment, women's empowerment, or related areas is desirable.
  • Experience in project management and coordination.
  • Experience in supervision, monitoring, administration, finance, and logistics.
  • Strong Microsoft Office skills.
  • Strong teamwork and collaboration skills.
  • Ability to build effective relationships with people from diverse backgrounds.
  • High level of integrity and credibility.
