FHI 360 is inviting applications from qualified health professionals for the position of Senior Technical Officer (STO), HIV Prevention and HIV Testing Services (HTS) in Dar es Salaam. The role supports the implementation of HIV prevention and HIV Testing Services interventions under the EpiC project in Tanzania.

The successful candidate will provide technical leadership across HIV testing, HIV self-testing, Social Network Strategy, PrEP, demand creation and the integration of non-communicable disease screening into public health services. The position also involves capacity building, mentorship, data use, quality improvement and collaboration with government institutions, implementing partners and community organizations.

About the Role

The Senior Technical Officer will provide technical guidance to strengthen the quality, coverage and impact of HIV prevention and testing services across supported Police and Prisons and public health facilities. The position will work closely with regional teams to address implementation challenges and improve programme performance.

The role requires strong knowledge of HIV prevention and testing programmes, together with experience in technical assistance, programme monitoring, quality improvement and stakeholder engagement. The officer will also contribute to the integration of services such as hypertension and diabetes screening into HIV, MNCH and differentiated service delivery platforms.

Responsibilities

The Senior Technical Officer will be responsible for:

• Supporting technical planning, implementation and monitoring of HIV prevention and testing services across supported regions.
• Contributing to the design and implementation of HIV prevention interventions, including demand creation, HTS, HIVST and PrEP initiation and continuation.
• Strengthening staff capacity to implement HTS strategies and identify unreached HIV-positive clients, including children and men.
• Supporting timely linkage of newly diagnosed individuals to HIV care and treatment.
• Providing on-the-job mentorship and disseminating guidelines, standards and best practices to project-supported regions.
• Supporting safe and ethical HTS and linkage and case management services through adherence to established standards and procedures.
• Coordinating with regional teams to support effective project implementation and timely fulfilment of financial obligations.
• Supporting regions in achieving first 95 targets through weekly or biweekly performance review meetings and action planning.
• Supporting internal and external quality assurance activities for HIV testing and ensuring that identified gaps are addressed in collaboration with laboratory teams.
• Providing technical support for integrating NCD screening, referral and basic management, including hypertension and diabetes, into HIV, MNCH and differentiated service delivery models.
• Supporting routine monitoring, data collection, reporting and use of HTS, HIV prevention and NCD data for programme improvement.
• Conducting or supporting regional-level data quality assessments and case-based follow-up to identify performance gaps.
• Contributing to the development and adaptation of job aids, SOPs, training materials and IEC materials.
• Collaborating with the Ministry of Health, R/CHMTs, implementing partners, community organizations and other stakeholders to strengthen referrals and linkages to ART, PrEP, NCD care and other services.
• Providing technical input into work plans, budgets, project reports and donor deliverables.
• Participating in technical working groups and national guideline review processes when requested.
• Supporting adherence to ethical standards, confidentiality and client-centred, non-discriminatory service delivery.
• Supporting quality assurance and compliance with national guidelines and standards for HTS, HIVST, SNS, PrEP and linkage and referral services.

Qualifications and Requirements

Applicants should have the following qualifications and experience:

• A degree in Medicine, Nursing or a related field with relevant national registration.
• At least 6 years of experience in HIV prevention, HIV Testing Services, public health or related health programmes.
• Strong knowledge of HIV prevention, HTS, HIVST, SNS, PrEP and linkage services.
• Demonstrated experience implementing HIV prevention interventions, including HTS, HIVST, SNS and PrEP programmes.
• Knowledge of Tanzania Ministry of Health, PEPFAR and donor policies, guidelines and reporting requirements.
• Experience working with the Ministry of Health and other donor-funded health programmes.
• Experience in programme implementation, quality improvement, mentorship and capacity strengthening.
• Proven experience providing technical assistance, capacity building, mentorship and supportive supervision to healthcare workers and implementing partners.
• Experience in programme planning, monitoring, data use for decision-making, quality improvement and performance management.
• Strong data analysis and performance monitoring skills.
• Experience developing technical reports, work plans, presentations, training materials and other programme deliverables.
• Experience in project planning, work plan implementation and budget monitoring.
• Experience supporting proposal development, technical design and business development activities.
• Experience collaborating with government stakeholders, CSOs, implementing partners and community structures.
• Excellent analytical, problem-solving and organizational skills.
• Strong stakeholder engagement, partnership-building and communication skills.
• Proficiency in Microsoft Office applications and project monitoring systems.
