Responsibilities

  • Review and validate valuation reports prepared by external valuers.
  • Ensure valuation reports are accurate, complete, reasonable, and compliant with Bank requirements.
  • Ensure collateral valuations remain current according to Bank policies and regulatory requirements.
  • Assess collateral values and security coverage ratios for credit facilities.
  • Evaluate the impact of collateral releases, substitutions, and discharges on security coverage.
  • Conduct internal verification of customer collateral valued by independent professional valuers.
  • Ensure valuation reports follow approved methodologies, banking standards, and regulatory requirements.
  • Conduct periodic inspections of mortgaged properties.
  • Verify the existence, condition, occupancy, usage, and other relevant characteristics of mortgaged properties.
  • Conduct quarterly site visits and prepare inspection reports.
  • Monitor property market conditions and changes that could affect collateral values.
  • Recommend revaluations where significant property or market changes are identified.
  • Maintain an updated valuation tracker and circulate it to relevant stakeholders.
  • Track valuation expiry dates and initiate revaluation processes at least 45 days before expiry.
  • Maintain proper custody and filing of valuation reports and supporting documents.
  • Coordinate valuation instructions and engagement letters for external valuers.
  • Monitor external valuation firms against agreed Service Level Agreements.
  • Maintain professional relationships with approved valuation service providers.
  • Monitor valuation turnaround times and report service delivery issues.
  • Conduct research and analysis of real estate markets and property industry developments.
  • Monitor economic conditions, regulatory changes, and market trends affecting property values and lending risks.
  • Participate in property and valuation forums, conferences, and professional engagements.
  • Prepare market intelligence reports and valuation insights for management.
  • Work closely with Credit, Risk, Legal, Business Banking, Corporate Banking, Operations, and other stakeholders.
  • Provide guidance on collateral assessment and valuation matters.
  • Respond to valuation-related requests from internal and external stakeholders.
  • Ensure compliance with Bank credit policies, valuation procedures, and risk management frameworks.
  • Ensure compliance with Bank of Tanzania Prudential Regulations, local government by-laws, and other applicable requirements.
  • Identify and escalate valuation risks, discrepancies, and exceptions that could expose the Bank to credit losses.
  • Support internal and external audits by providing valuation records and documentation.
  • Maintain operational risk controls and governance standards.
  • Prepare periodic reports covering valuation status, revaluations, property inspections, expired valuations, SLA performance, and market trends.
  • Report valuation concerns and emerging property market risks to management.
  • Perform other duties assigned by management.
