Programme Analyst, Digitalization, Innovation & Knowledge Management

The United Nations Population Fund (UNFPA) is seeking a Programme Analyst, Digitalization, Innovation & Knowledge Management to join its Tanzania Country Office in Dar es Salaam. The position supports the integration of digital solutions, data innovation, emerging technologies, and knowledge management into UNFPA Tanzania’s country programme.

The successful candidate will contribute to the use of digital and innovative approaches to advance UNFPA’s transformative results, including ending preventable maternal deaths, ending unmet need for family planning, and ending gender-based violence and harmful practices. The role also involves supporting digital transformation, partnerships, capacity development, knowledge sharing, ICT systems, and evidence-based programming.

Responsibilities include:

• Support the development, implementation, and monitoring of the Country Office Digitalization and Innovation Strategy and annual work plans.
• Identify, research, and recommend digital and innovative solutions such as digital self-care, mobile health platforms, data science, artificial intelligence, and Internet of Things technologies.
• Support the use of digital solutions in Sexual and Reproductive Health and Rights, Gender-Based Violence, and Population and Development programmes.
• Apply human-centered design and agile development approaches to programme design and implementation.
• Analyse political, social, and economic trends related to Tanzania’s digital landscape, connectivity, and technology gaps.
• Support monitoring and evaluation of innovation projects by helping define KPIs, collect data, and analyse results.
• Provide technical and operational support to programme teams and implementing partners on digital and innovative solutions.
• Support capacity-building activities for national partners and UNFPA staff on innovation processes, digital literacy, and technology-enabled data generation and analysis.
• Serve as a focal point for the innovation community of practice within the Country Office, Regional Office, and among national stakeholders.
• Promote knowledge sharing, collaboration, best practices, and lessons learned.
• Support strategic partnerships with technology companies, private-sector organisations, innovation hubs, civil society organisations, and other UN agencies.
• Contribute to resource mobilisation by providing inputs to proposals and donor reports.
• Document, analyse, and disseminate innovation results, success stories, and lessons learned.
• Assist in preparing advocacy materials and communication products related to digitalization and innovation.
• Oversee implementation of ICT management systems and ensure compliance with corporate IT standards.
• Support the effective use of Enterprise Resource Planning software to improve business results and client services.
• Support the effective functioning and management of Country Office hardware and software systems.
• Maintain appropriate ICT inventories and monitor file server traffic and performance.
• Support the establishment and maintenance of Country Office databases.
• Provide orientation and coaching to staff on relevant systems and technology.
• Participate in interagency ICT working groups and represent UNFPA’s relevant interests and concerns.
• Carry out other duties assigned by UNFPA leadership.

Qualifications Required:

• Advanced university degree (Master’s degree or equivalent).
• Demonstrable knowledge, responsibility, or experience in digital transformation, innovation management, or programme management within the public sector, NGO, or development sector is desirable.
• Practical knowledge or experience in designing, testing, and deploying digital solutions or emerging technologies for social impact.
• Experience related to sexual and reproductive health, gender, population issues, or other relevant development areas is an advantage.
• Experience using human-centered design or agile project management methodologies is a strong asset.
• Familiarity with the political, social, and economic context of Tanzania and its national development priorities.
• Strong research and analytical skills.
• Excellent report-writing skills.
• Familiarity with UN procedures and working methods, particularly programme policies and monitoring and evaluation frameworks, is desirable.
• Ability to work effectively in a team.
• Fluency in written and spoken English.
• Working knowledge of Kiswahili and/or another UN official language is an asset.
• Knowledge of innovation management, digital solutions, and data innovation.
