Regional Accounts Manager at BRAC Maendeleo Tanzania

BRAC Maendeleo Tanzania is inviting applications from qualified, dynamic, and self-motivated professionals for the position of Regional Accounts Manager. The successful candidate will provide financial oversight, technical guidance, and quality assurance for branch-level financial operations in the assigned region, while ensuring compliance with organizational policies, donor requirements, and internal control standards.

BRAC Maendeleo Tanzania has operated in Tanzania since 2006, focusing on Agriculture, Youth and Women Empowerment, Food Security, and Livelihood programmes. The organization is also implementing a Mastercard Foundation partnership with BRAC International aimed at creating positive and measurable opportunities for adolescent girls and young women across several African countries, including Tanzania.

About the Role

The Regional Accounts Manager will report to the Country Office Finance Manager and oversee financial operations across assigned branches. The role involves monitoring financial controls, supporting branch accounts teams, reviewing financial reports, managing financial risks, strengthening compliance, and supporting audit readiness.

The position will also provide technical guidance and mentorship to Branch Accounts and Operations Officers (BAOOs), helping improve financial management practices and ensuring that branch operations follow BRAC policies and applicable donor and statutory requirements.

Key Responsibilities

Financial Oversight and Compliance

  • Provide technical oversight of branch financial operations and ensure compliance with BRAC financial policies and donor regulations.
  • Review branch financial transactions and records for accuracy, completeness, and compliance.
  • Verify that BAOOs maintain accurate Daily Cash Registers and complete required reconciliations.
  • Review weekly and monthly bank reconciliations prepared by branches.
  • Monitor financial documentation to ensure records are complete and ready for audits.
  • Conduct periodic financial quality assurance reviews of branch records.
  • Monitor compliance with cash management, procurement, asset management, and financial documentation procedures.
  • Ensure branch financial activities comply with donor financial guidelines and organizational procedures.
  • Review compliance with applicable local tax and statutory requirements.
  • Monitor synchronization between BInsight and SBI Cloud systems.
  • Review system-generated financial reports to identify discrepancies.
  • Guide BAOOs on the appropriate use of financial systems.
  • Support the resolution of financial system errors and inconsistencies.

Field Monitoring and Regional Financial Risk Management

  • Conduct regular monitoring visits to branches to assess financial operations.
  • Carry out surprise cash counts and verify physical financial records.
  • Review branch asset registers and inventory records during field visits.
  • Assess compliance with internal financial control procedures.
  • Provide on-the-job coaching and technical support to BAOOs.
  • Conduct financial risk assessments across branches within the assigned region.
  • Monitor key financial risk indicators, including cash variances, delayed banking, reconciliation discrepancies, and procurement irregularities.
  • Recommend corrective measures and escalate significant financial risks to the Country Office Finance Team.
  • Work with regional programme leadership to align financial processes with programme implementation.
  • Provide financial guidance during programme activities such as asset distribution and participant support initiatives.
  • Support programme teams with financial planning and resource management.

Budget Monitoring and Financial Planning

  • Monitor budget utilization across branches within the assigned region.
  • Analyze budget-versus-actual expenditure and identify significant variances.
  • Provide financial analysis and insights to support programme implementation.
  • Support the preparation of Annual Operating Plan inputs and financial projections.
  • Review branch financial reports, including monthly financial reports, bank reconciliation statements, and procurement summaries.
  • Ensure financial reports are accurate, complete, and submitted within required timelines.
  • Consolidate regional financial information and submit reports to the Country Office Finance Team.

Mentorship and Capacity Building

  • Provide technical guidance to BAOOs on accounting procedures, financial policies, and internal controls.
  • Conduct regular coaching and mentoring sessions to strengthen the financial management capabilities of branch finance teams.
  • Support the onboarding and orientation of newly recruited BAOOs.
  • Identify finance-related training needs and recommend suitable capacity-building initiatives.
  • Facilitate regional finance learning sessions and encourage knowledge sharing among BAOOs.

Internal Controls, Audit Coordination and Preparedness

  • Monitor the implementation of internal control systems at branch level.
  • Review segregation of duties within branch finance operations.
  • Ensure timely reconciliations and appropriate voucher approval procedures.
  • Review financial documentation for completeness and compliance.
  • Monitor transactions for potential irregularities or fraud indicators.
  • Review unusual financial activities and discrepancies.
  • Ensure suspected fraud incidents are reported according to BRAC policies.
  • Support the investigation and follow-up of financial irregularities when required.
  • Assist branches in preparing for internal and external audits.
  • Conduct pre-audit reviews of branch financial records.
  • Ensure financial documentation is properly organized and maintained.
  • Support BAOOs in responding to audit queries.
  • Track implementation of audit recommendations across branches.

Safeguarding Responsibilities

  • Promote BRAC safeguarding principles across financial and programme operations.
  • Support measures that protect staff, programme participants, and community members from abuse, exploitation, harassment, and neglect.
  • Integrate safeguarding standards into relevant financial and programme activities.
  • Promote safeguarding awareness among staff and encourage appropriate reporting of concerns.
  • Follow established procedures when safeguarding incidents are reported.

Qualifications and Experience Required

  • Bachelor’s degree in Accounting, Finance, Business Administration, Commerce, or a related field.
  • At least 4–5 years of professional experience in finance and accounting.
  • Experience working with development or NGO programmes is preferred.
  • Experience managing finance and accounts for development programmes such as microfinance, livelihood, education, agriculture, food security, or girls’ and women’s empowerment programmes is advantageous.
  • Experience supervising finance staff is an added advantage.
  • Experience overseeing financial operations across multiple locations is desirable.
  • Strong knowledge of financial management and accounting principles.
  • Good understanding of internal control systems and financial compliance.
  • Experience using financial systems and digital reporting tools.
  • Strong analytical and problem-solving abilities.
  • Good supervision, coaching, and mentoring skills.
  • Excellent communication and stakeholder coordination skills.
  • High level of integrity and commitment to BRAC’s mission and values.
